Harlow Law Values

Harlow Law was established in 2018, originally as a complimentary legal advisory page assisting individuals with Employment Law matters. It evolved rapidly from a modest social media presence, into a recognised legal practice, continuing to embody the principles that inspired its creation.

The firm was founded on the conviction that accessible, high-quality legal advice should be available to all at fair cost.

Bella Apter

Bella Apter is the principal of Harlow Law and brings more than a decade of specialist experience in Employment, Civil and Probate Law. Her career includes service at the House of Commons and subsequent work prosecuting organised crime for the Home Office, after which she elected to practise privately to pursue her professional interests in litigation and advisory work. She has represented clients before Employment Tribunals and in Small Claims proceedings, and is widely recognised as a leading non-SRA employment practitioner in the United Kingdom. Her strengths include strategic case preparation, tactical implementation, and the application of legal principles within regulatory frameworks. Harlow Law is not a solicitor firm; the practice expressly rejects the proposition that registration with the Solicitors Regulation Authority (SRA) is the sole indicator of professional competence. This position reflects a considered view of professional regulation and market dynamics, not a denial of the importance of formal qualifications. The firm notes that restrictions which curtail competition can raise statutory concerns, and observes that the term 'solicitor' denotes membership of a professional body rather than a sole measure of practical ability. While qualifications are fundamental, regulatory membership can reflect professional status as well as accreditation. Ms Apter's decision not to seek SRA authorisation arises from her assessment of regulatory objectives rather than from any deficiency in competence. Her record includes successful outcomes against solicitors and barristers, and she is well known within professional circles.

Rights of representation are fundamental:

Article 6(1) of the European Convention on Human Rights guarantees the right to a fair and public hearing where civil rights are at issue.

Article 6(3)(c) protects the entitlement to defend oneself either in person or with legal assistance of one's choosing, subject to lawful limitations

Chris George

Chris joined Harlow Law in 2026 as a Senior Legal Adviser, having a distinguished background in Constitutional Law and considerable expertise in Civil and Probate matters. Tribunals Employment

We assist from work grievances to Employment Tribunal hearings, guiding Claimant's through every stage with clarity and care. From initial grievance meetings and internal appeals to preparing witness statements and Tribunal bundles, we make sure employees’ concerns are recorded and presented effectively.

Our knowledge is second to none in the context of Employment Tribunals: years of specialist experience combined with up‑to‑date understanding of statutory protections and procedural rules enable us to build robust cases. We advise on merits, gather and analyse evidence, manage interlocutory matters and represent claimants at hearings to secure the best possible outcome.

Justice for claimants is the driving force behind our work. We pursue fair remedies—whether compensation, reinstatement or meaningful workplace reform—always balancing legal rigour with empathy so individuals obtain redress and workplaces are held to account.

Probate

We assist executors, administrators and beneficiaries facing dilemmas in the administration of estates, including issues arising from IHT400 inheritance tax filings, in the context of contentious probate. Whether there are disputes over the correctness of an IHT400 return, allegations of non-disclosure to HM Revenue & Customs, or disagreements about estate accounting and distribution, our work focuses on resolving tax and procedural complications that can derail estate administration.

Our team has substantive experience of proceedings in the Chancery Division of the High Court, where complex probate litigation, substantial tax questions and trust disputes are regularly determined. We act for clients at all stages — from initial pre-action correspondence and applications for disclosure, through applications for injunctions and interim relief, to contested trials and appeals — bringing particular expertise in handling evidence on valuation, tax liability and fiduciary conduct in open court.

Drawing on Chancery Division High Court experience, we adopt a pragmatic litigation strategy tailored to the sensitivity of estate disputes: identifying procedural routes, managing deadlines and disclosure obligations, and seeking negotiated settlement where appropriate, while being prepared to robustly litigate complex IHT400 and administration matters. Our approach aims to protect client interests, limit procedural costs and secure clear directions to bring estate administration to a proper conclusion.
